Certificate of Eligibility for Specialist Registration (CESR)

No one may legally be appointed to a substantive or honorary consultant post in the NHS unless they have an entry in the Specialist Register maintained by the GMC. In addition to making recommendations to the GMC for the award of CCT [which permits specialist registration] for those completing UK specialist training programmes, the JRCPTB also has the responsibility for making recommendations to the GMC on applications from doctors for a direct entry in the specialist register. The GMC as the UK competent authority in this regard makes the decision, taking account of the JRCPTB's recommendations, as to whether or not the applicant should be entered in the specialist register.

The legislation governing direct entry in the specialist register is Article 14 of The General and Specialist Medical Practice [Education, Training and Qualifications] Order 2003 known as the Certificate confirming Eligibility for Specialist Registration (CESR).  This will enable the assessment of applications for specialist registration from doctors who have not followed a UK specialist training programme that leads to a Certificate of Completion of Training (CCT) but who may have gained the same level of skills and knowledge as CCT holders, this is known as the Equivalence Route.
